세금과 – 그리고 ‘가이사’ 다루는 법

Every year governments around the world demand an accounting from each of their citizens of the previous year's financial activities. But when faced with a large tax bill, some people turn into virtual bandits, looking for ways to conceal income and inflate expenses.
매년 전세계의 정부들은 국민 각자에게 전년도 경제활동에 대한 회계결산을 요구한다. 그러나 거액의 세금청구서를 대하게 될 때 어떤 사람들은 사실상 무법자가 되어 수입을 은폐하고 비용을 부풀릴 방법을 찾는다.
 
We know of one such individual, an entrepreneur that went to a bank and requested a loan for his business. As he handed the bank officer his tax statements, the businessman candidly said, "I hope you won't use the income on my tax return to make your loan decision." "Why is that?" asked the bank officer. "Well, because I operate a mostly cash business – if you know what I mean. I make a lot more money than I report (to the government for taxation purposes)." The bank officer was stunned and thought, "If the government tax office cannot trust you, Mr. Entrepreneur, why should I?"
우리는 그와 같은 사람을 알고 있는데 그 기업가는 은행에 가서 자신의 사업에 쓸 대출을 요청하였다. 그는 은행 원에게 세금 명세서를 건네주면서 솔직하게 말하였다. “대출에 관한 결정을 하는데 나의 납세신고서의 수입금액을 근거자료로 사용하지 않았으면 하네.” “무슨 이유죠?”라고 은행원이 물었다. “글쎄, 나는 대부분 현금 장사를 하기 때문이지 – 무슨 뜻인지 자네가 알는지 모르지만. 나는 (세금목적으로 정부에) 신고하는 것보다 더 많은 돈을 번다네.” 그 은행원은 놀라며, “사업가 양반, 세무서에서 당신을 믿지 못한다면 나는 어떻게 믿을 수 있나요?”라고 생각했다.

No one enjoys paying taxes, and we have every right to minimize our tax obligations within the provisions and limitations of the law. Why would we want to pay more taxes than are required of us? However, seeking to reduce our tax payments by falsifying our financial reports can never be condoned, even when we think the taxes are excessive, or even unjust.
세금 내는 것을 좋아하는 사람은 아무도 없으며 우리는 법 규정과 한도 내에서 세금 부담을 최소화할 모든 권리를 갖고 있다. 왜 우리가 지불해야 하는 것보다 더 많은 세금을 내고 싶겠는가? 하지만 우리의 재무보고서를 거짓 작성함으로써 세금 납세액을 줄이려고 하는 것은 용납할 수 없고, 그 세금이 과다하거나 심지어 부당하다고 생각할 경우에도 그러하다.

In the Bible, Jesus of Nazareth considered tax matters in two occasions. once, people came to collect from Him the “temple tax” in the region of His birth. Being a citizen, he was not obligated to pay it, but still directed His followers to do so (Matthew 17:24-27). on another occasion, His adversaries sent spies to catch him acting in opposition to the emperor. They challenged Him about paying taxes. He answered, “Give to Caesar (the emperor) what is Caesar’s, and to God what is God’s” (Luke 20.25).
성경에서 나사렛 예수는 두 차례 세금문제에 대하여 생각하셨다. 한 번은 그분이 태어난 지역에서 사람들이 그분에게 “성전 세”를 징수하려고 왔다. 시민으로서 그는 그것을 지불할 의무가 없었지만 그래도 자신을 따르는 자들에게 지불하라고 명령하였다(마태복음 17:24-27). 또 다른 한 번은 그를 대적하는 자들이 첩자들을 보내어 황제에 반하는 행동을 할 때 잡으려고 하였다. 그들은 세금을 납부하는 것에 대하여 그분께 문제를 제기하였다. 그분은 “가이사의 것은 가이사에게 바치고 하나님의 것은 하나님께 바치라”  (누가복음 20:25)라고 답변하였다.

Fighting to correct inequities in society – including taxation – is a duty of all citizens. But change can take a long time, even generations. So, while we do all we can within our power to influence change, dealing with “Caesar” is an everyday reality. Here are some suggestions:
사회의 비리 – 납세 문제 포함하여 – 를 교정하기 위하여 싸우는 것은 모든 시민의 의무다. 그러나 변화는 오랜 시간이 걸리고 여러 세대가 걸리기도 한다. 그러므로 우리의 능력 범위 내에서 변화에 영향을 줄 수 있는 모든 것을 하는 동안 “가이사”를 다루는 일은 매일의 현실이다. 여기에 몇 가지 제안을 해본다:

Seek professional advice and assistance. In dealing with complex tax matters, consult with qualified professionals, people committed to lawfulness and ethics, and not only to the final result. They are best equipped to help in finding legitimate solutions for our taxpayer problems.
전문가의 조언과 협력을 구하라. 복잡한 세금문제를 다루는 데 있어 자격을 구비한 전문가로서 최종 결과뿐만 아니라 합법성과 윤리의식에 투철한 사람들에게 자문을 구하라. 그들은 우리가 납세자로서 갖고 있는 문제들에 대하여 합법적인 해결책을 찾도록 돕는 일에 최상의 준비가 되어 있다.

Avoid the justification that “everybody does it.” In addressing tax matters, there are common misconceptions, such as, “The voice of people is the voice of God,” or “It’s wrong, but everybody does it.” Everybody is not an excuse for wrongdoing, even if it is practiced by the majority.
“모든 사람이 그렇게 한다”고 정당화 하지 말라.  세금 문제에 대하여 이야기할 때, 공통적으로 잘못된 생각이 있는데, 그것은 “국민의 목소리는 하나님의 목소리다,” 혹은 “잘못이지만 모든 사람들이 그렇게 한다.”는 것이다. ‘모든 사람’은 잘못에 대한 구실이 될 수 없고 그것이 ‘대다수’에 의하여 실행이 되더라도 그러하다.

Be confident in God’s intervention. We like to believe we are owners of our businesses, but the Bible teaches that we are only managers. The owner is God, and He expects us to follow His principles and values, even if they take away personal or material advantages.
하나님의 간섭하심을 신뢰하라. 우리는 우리 사업의 주인이 우리라고 믿고 싶어하지만, 그러나 성경은 우리가 오직 관리자라고 가르친다. 주인은 하나님이고 그분은 우리가 그분의 원칙들과 가치를 따를 것을 기대하고 그것들이 인간적 혹은 물질적 유익을 빼앗아간다고 하여도 그것을 기대하신다.
 
Romans 13:5-6 says, "Submit to the authorities, not only because of possible punishment but also because of conscience. This is also why you pay taxes, for the authorities are God's servants …." In business, many of us will experience injustice at times. Sometimes a government agency makes life difficult; other times internal regulations seem foolish or unjust. Our job in the marketplace is to respect the authorities God places over us, without giving up on correcting injustices.
로마서 13: 5-6은, “그러므로 복종해야 할 필요가 있으니 진노 때문만이 아니라 양심을 위해서도 복종해야 할 것입니다. 여러분이 조세를 바치는 것도 바로 이 때문입니다. 그들은 하나님의 일꾼들로서 ...”라고 말씀하신다. 사업을 하면서 우리 많은 사람들은 때때로 불의를 경험한다. 어떤 때는 정부 기관이 우리 삶을 어렵게 하고, 어떤 때는 내부 규칙들이 어리석고 불공정해 보인다. 사업 현장에서 우리가 할 일은 하나님께서 우리들 위에 두신 권력을 존중하되 비리를 교정하는 일을 단념하지 말아야 한다.
